NACPHIL Joint One-Day Orientation Seminar in Laguna - July 15, 2011

Courtesy Call Before the Event
It was July 8, 2011 the appointed NACPHIL Laguna Chaplains/VFO made a visit to Laguna Provincial's DILG office for a courtesy call. It wasn't that fruitful since the NACPHIL Provincial Director who lead the group were disappointed for not obtaining favor and support from the DILG officer-in-charge that day instead experienced an impression that wasn’t pleasant. Rev. Rovell Solleza remained humble without complains to leave the place being determined to pursue the divine mandate... fulfill the mission and vision of NACPHIL that entered Memorandum of Agreement with the DILG as the NGO to conduct values formation, good governance, good citizenship programs in provinces, cities, municipalities and barangays nationwide memorandum circular.

We proceed to the governor's office and the staff warmly received the group seeking time to talk to the Honorable Gov. E.R. Ejercito with regards to the coming event to invite him to come for the coming event and asked his approval as well for us to use the Cultural Center of Laguna for "The Joint One-Day Orientation Seminar on NACPHIL Barangay Chaplaincy and Moral Recovery and Values Formation for Pastors/Ministers/Religious Leaders to be posted as Provincial, City, and Municipal Chaplains/Values Formation Officers". It wasn't that long, our requests were approved and we're so thankful to the governor's office' favored action rendered.

The Joint Orientation Seminar Proper

On the day of the seminar, July 15, 2011, many came and were excited, new faces known and also new friends gained. Almost all of the towns of Laguna were represented by its designated chaplains/VFO and deputies from Mabitac, Siniloan, Sta. Maria, Famy, Pangil, Pakil, Kalayaan, Paete, Lumban, Pagsanjan, Cavinti, Magdalena, Majayjay, Nagcarlan, Rizal, San Pablo, Pila, Calauan, Bay, Los Banos, Calamba, Cabuyao, Sta. Rosa, Binan and San Pedro. There were 52 delegates all in all who were present.

Rev. Rovell Soleza came and greeted us too, a bit disturbed showing everyone his letter of request for the venue was turned down by the provincial appointed chairman for Moral Recovery Program which supposedly be the one who would facilitate and show support for the event instead wrote in the letter with "Regret... duplication of assignments... Cancelled" with his signature on it. Rev. Soleza called up the office of the provincial administrator to report the issue and thanks God they confirmed that the venue is already reserved for the Joint One-Day Orientation Seminar. Maybe it was just a lack of communication that had happened.

The program started at 9:oo a.m. with opening prayer and singing the national anthem. We missed to see and hear the Laguna Province DILG Director as well as the PNP Provincial Director and the Provincial Governor or their representatives to address their welcome remarks.

Meriendas were served at 10am and everyone received a pack lunch at noon. Everything were catered and sponsored by the office of the Provincial Governor E.R. Ejercito including the fully air-conditioned hall for the venue. Everyone enjoyed the meal and was delighted.

Main Highlight of the Event
The first speaker Chaplain Cesar M. Ramirez, the NACPHIL President delivered his message emphasizing "good governance" and that NACPHIL will be a great arm for Laguna to be a tool in the realization of its same slogan just like what had happened to different towns in Mindanao, Palawan and Visayas who are experiencing moral transformation and deep sense of righteousness. To train chaplains, the bearers of God's righteousness, impart that to the society especially the leaders beginning in Barangay level to the higher level in all government agencies and private sectors, is the main objective of NACPHIL. Righteousness starts a genuine fear of the Lord which King David said in his Psalms, the beginning of knowledge.

After escaping a heavy traffic in Calamba, Bishop Capt. Arturo A. San Juan finally arrived and shared us his burden for the country. He opened the crowd’s awareness about the terrible problem of the society and the nation which is already dying of corruption. The deals made by government officials that even justice can be bought in the country. The downfall of the morale and darkness overshadowed all the places. He showed us statistics of the worst problems the society is engaged of that made him almost to cry while speaking, his heart breaks and really only the Lord can heal the land. He saw it while serving in the government. "If only God's people shall unite and fight the evils of the society and to humble first themselves to God, and pray, and turn from their wicked ways, then this nation shall recover, then this nation shall live again..." So challenging, and I'm glad and blessed I came for this event. I believed it's not only me but everyone who were present that day. We should be vessels for God's righteousness and let's magnify and lift only the name of Jesus on high. Let him be a real Lord of our lives and our country.

A fire of commitment to fulfill this mandate were ignited, this burden of which every Chaplain/VFO and representatives received will be fused to their constituents in every town where they came and it's expected a fast growth of NACPHIL Chaplains will take place and be deployed soon in all of the Barangays in the Province of Laguna. In this way we can truly say, "Laguna is for JESUS". To God be all the glory!

National Auxiliary Chaplaincy Philippines (NACPHIL) Nationwide Program

"A Program for Good Governance"

- to promote nation-building with good governance by producing righteous leadership through the deployment of Chaplains among local government units that will unite all the proponents of the mandate on values formation and moral recovery under the spirit of cooperation and working together.

What is NACPHIL?
The National Auxiliary Chaplaincy Philippines, Inc. (NACPHIL) is a non-goverment organization with SEC registration no. CN200900572 formed out of the impressed burden and vision by the Lord upon the heart of a retired Police Captain, Bishop, Dr. Arturo A. San Juan.

This is a self-supporting program that conducts seminars and training for chaplaincy among religious and goverment leaders engaged in moral recovery and values formation program: thereby commissions and deploys these chaplains to every region, province, city, municipality and barangay nationwide.

The Mandate
The program is supported and authorized by and under:
1.  Presidential Proclamation No. 62 under President Fidel V. Ramos, otherwise known as the Moral Recovery Program of 1992.

2.  Presidential Proclamation 828 dated April 14, 2005, Declaring 2005-2015 as the Decade of Good Governance and Good Citizenship to Fight Corruption and to Eradicate Poverty.

3.   Executive Order 347 of July 11, 2004 amending E.O. 314 of April 30, 2004, otherwise known as the Presidential Council on Values Formation (PCVF) with the purpose of eradicating the culture of graft and corruption, patronage politics, apathy, passivity, mendicancy, factionalism, and lack of patriotism and to be replaced by the love of country, honest public service, integrity, honesty, and good work ethics.

4.   Executive Order No. 713 of March 12, 2008 - "Strengthening the Authority of the Presidential Council on Values Formation Towards Effective Pursuit of a Just and Moral Philippine Society.  Ammending Executive Orders 314 and 347, and for other Puposes".

5.   Great Commission of Matthew 28:18-20 as God's mandate to Disciple the Whole Nation.

Objectives
1.  To be the duly organized body with the authority, mandate and recognition of the duly constituted authorities to recruit, train, commission, and deploy chaplains/values formation officers to every barangay nationwide;

2.   To promote nation building with good governance by encouraging every citizen of the barangay, to uphold the rule of law, ordinances and regulations in their locality and to impress upon them the spirit of love of country, honesty, and integrity;

3.   To organize and unite personalities and leaders engaged in and implementing moral recovery and values formation programs at the local and national level in order to effectively carry out the intent of the program, as an accredited arma or agent of PCVF;

4.   To conduct leadership training and development program at the barangay level in order to improve and upgrade the socio-economic-political conditions and potentials of the local community; and

5.   To initiate and facilitate barangays and people's organizations in coordination with local government units in pursuing civic, economic and political activities that will result to a harmonious, strong and solid barangay as a building block for nation building.

What is NACPHIL Chaplaincy?

NACPHIL specifies its chaplaincy ministry by implementing the Values Formation and Moral Recovery Program of the Philippine government, by rendering  pastoral care and assistance especially to the depressed and oppressed, by fulfilling the Great Commission of Christ, by sharing and teaching God's Word, and living by a model life for godly Filipino society with good governance.


NACPHIL focuses its chaplaincy program by training religious leaders from different religious groups and affiliations, and denominations in order to produce qualified and competent Chaplains or Values Formation Officers (VFO).  And then deploy them in their respective areas of assignments, and administer and supervise them in order to secure their effectiveness in service.


NACPHIL requires every chaplain/VFO to further undergo continous education by attending the prescribed Training Courses, Enhancement Seminars, and Spiritual Formation Retreats in order to maintain and maximize their effectiveness in their respective field of assignments.


Primarily, NACPHIL commissions and deploys Chaplains/VFO in every Barangays, Municipalities/Cities, Provinces, Regions, and other Local Government units, departments, offices, agencies, and government-owned and controlled corporations nationwide.  If NACPHIL attains more trained and qualified chaplains, the deployment will be extended to other private institutions, organizations, schools and universities, business establishments and corporations, and many more.


In this connection, DILG Sec. Jesse Robredo issued a Memorandum Circular No. 2011-58 dated April 25, 2011, addressed and directed all Provincial Governors, City and Municipal Mayors, Punong Barangays, DILG Regional Directors, and others concerned to support NACPHIL programs and seminars on Moral Recovery and Values Formation nationwide.


With intense prayer NACPHIL family dreams that someday Moral Recovery and Values Formation (or Chaplaincy) will become one of the Local Government offices/agencies.  To fulfill this dream, someone in the Congress or Senate should respond to the challenge, and take the iniative to sponsor a Bill for the issuance of Republic Act.  As of this time, as we wait for the fulfillment of the dream, the Sanggunian and the Local Government Chief Executives, with the endorsement of the DILG Director, can respond to the challenge to submit a Resolution, and create an Ordinance to make Values Formation/Chaplaincy an organic.

The Birth of NACPHIL

NACPHIL is an acronym of National Auxiliary Chaplaincy Philippines.  It is formerly National Auxiliary Chaplains, Inc. or NAC.  It is a Non-Government Organization (NGO) that engaged in chaplaincy ministry, and involved in pursuing the Values Formation and Moral Recovery Program of the Philippine government.  Its duly registered full name in Securities and Exchange Commission (SEC) of the Philippines is National Auxiliary Chaplaincy Philippines, Inc. (NACPHIL), with SEC Reg. No. CN2002900572.  And it is a non-sectarian, or an interfaith, or inter-religious, or interdenominational organization.  It is not a denominational-based or a church-based organization.

The birth of NACPHIL, as an organization, is formed out from the vision that God has shown to retired PNP Captain Arturo A. San Juan.  He received the vision from God when he had his prayer and fasting in Sagada Prayer Mountain in 1998 while he was still active in service.  In 2003, the Lord opens the opportunity for him to work with PNP-Values Formation Foundation.  After seeing men and women in uniform being transformed by God after hearing God's Word, the Lord impressed upon his heart the importance and necessity of transforming the people in Barangay as well as the Local Government executives, officials and employees with the Word of God as a critical key to nation building.  The vision showed him that this could be realized by posting Chaplains/Values Formation Officers (VFO) in the Sanggunian (Council) of the Barangay, Municipal, City, Province, and other Local Government units, departments, offices, agencies, and government-owned and controlled corporations.

Since its birth, NACPHIL aims to pursue its mission to promote nation-building with good governance by producing righteous leadership through the deployment of chaplains/Values Formation Officers among local government units that will unite all the proponents of the mandate on working together in order to attain its vision to have  a godly Filipino society with good governance.  Since then NACPHIL humbly started its journey.  Through Memorandum of Agreement (MOA) with, or an Accredition, or a Resolution, or an Ordinance issued from the Local Government Executives, the Chaplains/VFO are officially installed in the Barangay, Municipal, City and Provincial government offices.  Through the partnership of the Local Government Executives, we have done this initiative in Nabua, Camarines Sur, Montalban, Rizal, Palawan, in Cebu, Region 6, and in Mindanao particularly Region 10 and 11.  the initiative was further strengthened  when NACPHIL entered into MOA with DILG, authorizing NACPHIL as the NGO to conduct values formation, good governance, good citizenship programs in provinces, cities, municipalities and barangays nationwide.
